HFEI-R Africa: Annual Relative Hydro-Fiscal Exposure, 2000–2023

Abstract

This software and computational reproducibility release supports the article “A continental framework linking hydro-climatic variability and fiscal exposure in Africa (2000–2023)”. The archive provides a fully offline, file-driven Python workflow for reconstructing the revised Hydro-Fiscal Exposure Index (HFEI-R) for Africa over 2000–2023. HFEI-R is an annual sample-relative screening measure combining hydroclimatic pressure, economic transmission structure, and fiscal absorption constraint. Starting from archived provider exports included in the package, the workflow reconstructs the upstream hydroclimatic, economic and fiscal panels; annual HFEI-R scores; coverage and selection diagnostics; hydroclimatic PCA diagnostics; ND-GAIN convergent benchmarking; temporal analyses; country contribution profiles; sensitivity analyses; and all eight article figures. The reference universe comprises 54 African countries and 24 years. The primary HFEI-R score is available for 651 country-years across 32 countries, including 25 countries with at least 18 valid years. The release contains source exports required for offline reconstruction, analysis inputs, Python scripts, pinned dependency distributions for CPython 3.12, generated results, publication figures, validation outputs, tests, provenance documentation and SHA-256 checksums. Independent release verification completed all 17 scientific stages, passed all 64 acceptance checks and reproduced all 107 non-log reference outputs. Reproduction begins from the archived point, zonal and provider exports supplied in the package. The archive does not repeat remote extraction from the underlying global raster catalogues. No Earth Engine account, API token, R installation or external data download is required for the documented Linux x86-64 / CPython 3.12 workflow. HFEI-R is intended for comparative screening and decomposition of hydro-fiscal exposure configurations. It is not a physical climate trend, causal effect estimate, forecast, fiscal-loss estimate or sovereign-default probability. This release is a new version of the Zenodo record previously published as “HFEI Africa: Hydro-Fiscal Exposure Index (2000–2023)” (version v1.0, DOI 10.5281/zenodo.17974581).

The impact of agile practices on communication in software development

The study shows that agile practices improve both informal and formal communication, but indicates that, in larger development situations involving multiple external stakeholders, a mismatch of adequate communication mechanisms can sometimes even hinder the communication.
