The research employed a qualitative descriptive method with a case study approach. Primary data were collected through in-depth interviews with eight key informants, including the Head of the Education Office, DPRD members, Education Council, Head of Regional Legal Section, and community members. Analysis was conducted using three public policy evaluation criteria by William N. Dunn: effectiveness, efficiency, and responsiveness. The findings indicate that policy implementation has been partially carried out, evidenced by the running of compulsory education programs, scholarship provision, and teacher competency development. However, significant obstacles exist: the Regent Regulation as the technical derivative regulation has not yet been issued, equitable distribution of school facilities remains unrealized especially in remote areas and policy socialization to the public is still inadequate. This study concludes that Regional Regulation No. 2 of 2014 has not been able to optimally realize Majene as an education city. Issuance of the Regent Regulation, improvement of facility distribution, and transparency in scholarship management are urgently needed.
