Abstract
Data from the Semarang City Office of Women's Empowerment and Child Protection (DP3A) indicate that cases of violence against women and children remain relatively high. There were 227 cases in 2023, increasing to 266 in 2024 and 334 in 2025. As of July 10, 2026, 102 cases had been recorded. These figures demonstrate the continuing need for effective protection and fulfillment of the rights of child victims of sexual violence. This study aims to analyze the role of the Semarang City Government in fulfilling the rights of child victims of sexual violence based on human rights principles. The study employs a normative juridical method with a statutory approach and descriptive qualitative analysis. The findings indicate that the Semarang City Government, through the UPT PPA, provides protection through direct and online complaint services, temporary shelters, case outreach, psychological services, non-litigation legal assistance, and health, education, and social rehabilitation services. The fulfillment of children's rights is also supported by the Office of Women's Empowerment, Child Protection, Population Control, and Family Planning, particularly through its Division of Child Protection and Children's Rights Fulfillment. The rights addressed include protection, recovery, assistance, psychological recovery and spiritual guidance, confidentiality of identity, and social rehabilitation.
