Decision-making, optimisation, and risk-based asset management: a case study in Dominica

Abstract

Small Island Developing States (SIDS) face unique challenges, including limited resources and disproportionately high exposure to natural hazards, which complicate the management of their critical road networks. While various risk-based asset management frameworks have been proposed, they are often conceptual and lack operational procedures or require elaborate data. Using a weighted objective function, this paper implements a practical framework that integrates current and forecasted risk, physical condition, and cost data. The framework also accounts for the remaining service life of investments, uses a simple greedy algorithm for work planning, and benchmarks plans against different budget scenarios. The methodology's flexibility was demonstrated through a case study on the road network in the Commonwealth of Dominica, which showed the tool's effectiveness with limited data. Despite this success, limitations such as missing data and subjective parameters highlight areas for future research, including sensitivity analysis and the incorporation of more advanced analytical models. This work provides a valuable, actionable approach for road management in low and middle-income countries.

SCENARIO PLANNING AS A TOOL FOR MANAGERIAL DECISION-MAKING IN PRODUCTION ACTIVITIES UNDER CONDITIONS OF UNCERTAINTY

The current economic environment is characterized by profound volatility and unpredictability, posing significant threats to business survival. For the manufacturing sector, particularly animal feed producers, operations have been severely disrupted by geopolitical and economic shocks. Under these circumstances, tradit...

Priority-Weighted System Dynamics for Cost-Effective Risk Mitigation in High-Risk Storage Facilities

High-risk storage facilities function as sociotechnical systems in which technical reliability, human performance, organizational control, and environmental stress interact over time, so their risk cannot be captured by a single probability-impact score. This study develops a priority-weighted System Dynamics model to...

Multiobjective Risk-Based Renewal Prioritization of Water Pipeline Systems Using Genetic Algorithm

Water utilities must choose a small set of mains to renew each year under tight budgets and delivery limits, yet practice relies on heuristic rankings and ad hoc adjustments, with little evidence on how to design multiobjective, constraint-aware portfolio models. We have developed a project-level formulation that tre...

A Review of Probabilistic and Novel Approaches to Cost Assessment in CCUS Projects

Although the renewable energy sector is making progress, there is still a long way to go before green energy can be fully utilized. In this context, Carbon Capture Utilization and Storage (CCUS) technologies can act as a temporary bridge between a high‐emission past and a low‐emission future. High costs, together wit...
