ADMINISTRATIVE AND LEGAL FOUNDATIONS FOR EVALUATING STATE INNOVATION POLICY: THE USE OF THE LIFEG FRAMEWORK IN THE MODERN PUBLIC MANAGEMENT SYSTEM
Abstract
In the context of digital transformation, global technological competition and the transition to a knowledge-based economy, the effectiveness of national innovation policy has become one of the key factors determining sustainable economic development and institutional capacity of the state. Traditional approaches to innovation policy evaluation, which are mainly based on quantitative economic indicators, do not always provide a comprehensive assessment of management quality, institutional effectiveness and strategic decision-making processes. The purpose of this article is to examine modern managerial approaches to evaluating national innovation policy through the analysis of the LIFEG Framework proposed by Oleksandr Likhota and to determine the possibilities of its application within the public management system of Ukraine. The methodological framework of the study is based on systemic, structuralfunctional, institutional and strategic approaches. The research applies methods of analysis, synthesis, comparison, generalization, regulatory and legal analysis, as well as evaluation of managerial models. These methods enabled the investigation of the relationship between strategic management, public governance mechanisms, legal regulation of innovation activity and modern tools for assessing policy effectiveness. The article substantiates the necessity of moving from fragmented approaches to innovation policy evaluation toward comprehensive managerial models that incorporate institutional, organizational, strategic and legal factors. The essence and methodological characteristics of the LIFEG Framework as a modern tool for assessing national innovation policy are analyzed. It is demonstrated that this model enables evaluation not only of the final outcomes of public programs but also of the quality of management processes, institutional cooperation, strategic planning effectiveness and the adaptability of public administration systems to external challenges. The article identifies the potential of applying the LIFEG Framework in the processes of digital transformation, post-war reconstruction of Ukraine and alignment of public management with European governance standards. The practical significance of the study lies in the possibility of applying the research findings by public authorities, strategic planning institutions and innovation policy stakeholders to improve mechanisms for evaluating managerial decisions. The proposed approaches can be used to develop modern monitoring systems for public innovation programs, enhance the legal framework of innovation activity and strengthen results-oriented public management.
