A MULTICRITERIA MODEL FOR ASSESSING THE MATURITY OF CORPORATE RISK MANAGEMENT IN OFFSHORE CONSTRUCTION COMPANIES

Abstract

The article examines the development of a multi-criteria model for assessing the maturity of corporate risk management in offshore construction enterprises. This model enables the evaluation of the system’s regulatory and organizational maturity while also accounting for the degree of project-operational interconnectedness, digital integration, management of technological dependency, and the use of predictive mechanisms. The model is based on an original framework synthesized from elements of ISO 31000, COSO ERM, and ISO 9001 (GOST R ISO 9001), subsequently expanded to suit the specific needs of technologically complex, digitally integrated enterprises within the oil and gas sector. This article proposes an assessment framework comprising three analytical blocks and eleven maturity criteria, which are aggregated into a composite index. The model was validated through an expert-based documentary analysis of public materials from PJSC Gazprom Neft, PJSC Rosneft Oil Company, and PJSC NOVATEK. The resulting composite index scores were 3.70, 3.54, and 3.89, respectively, corresponding to the “systemically interconnected” maturity level (based on the authors’ maturity assessment scale). At the same time, the results indicate that a high level of regulatory and architectural maturity in these systems is not accompanied by a comparable level of development in their integration-functional and sector-specific digital components. This necessitates a joint analysis of the aggregate index and the structural maturity profile. The proposed model can also be used for the comparative assessment of corporate risk management systems and for identifying priority areas for their further development.
