Glocalização e internacionalização de pequenas empresas

Sep 2026 · Brazilian Journal of International Relations · 0 citations · 2 references

Abstract

This article analyzes the role of the Export Qualification Program (PEIEX), implemented by ApexBrasil, as a public strategy of glocalization by connecting small businesses located in different regions of Brazil to global economic circuits. Based on the theoretical framework of glocalization, drawing on Bauman, Khondker, and Sassen, the study seeks to understand how PEIEX operates as a mediator between the global logics of international trade and the territorial realities of Brazilian micro and small enterprises. It argues that, by acting locally to promote productive internationalization, PEIEX contributes to the construction of rooted and multiscalar forms of globalization. Based on qualitative analysis and empirical data from the program's implementation, the article demonstrates that public policies such as PEIEX make visible the plural pathways of globalization, reinforcing the active role of territories in the global economy.
