ORGANISATIONAL AND ECONOMIC MECHANISM OF PUBLIC ADMINISTRATION OF THE ENVIRONMENTAL DEVELOPMENT OF A TERRITORIAL COMMUNITY: INTEGRATION OF ECONOMIC, ORGANISATIONAL AND FINANCIAL COMPONENTS

Abstract

The article addresses the problem of fragmented public administration of the environmental development of territorial communities in Ukraine. Decentralisation reform has significantly expanded the environmental powers of local self-government bodies, yet without a proportional strengthening of their organisational capacity, economic instruments and financial base. The purpose of the article is to substantiate the theoretical and methodological foundations for forming an integrated organisational and economic mechanism of public administration of the environmental development of a territorial community through the integration of its economic, organisational and financial components, and to develop practical recommendations for implementing local environmental policy. The methodological basis of the study is the systems approach, complemented by methods of theoretical generalisation, structural and functional analysis, comparison and synthesis, and by the analysis of domestic and foreign practice of municipal environmental governance. The study clarifies the content of the concept of the organisational and economic mechanism of managing the environmental development of a community and classifies its structural elements, actors of implementation, instruments of influence and expected effects. The organisational forms of interaction between the actors of public administration are systematised by levels of management, and the sources of financial support for environmental activities are generalised. An integrated model of the mechanism is proposed, based on the principle of mutual reinforcement of its three components, together with an analytical scheme of its stage-by-stage implementation covering diagnostics, organisational design, economic adjustment, diversification of funding sources, and monitoring. Municipal and industrial waste management is used as an indicative area that most clearly demonstrates the synergistic effect of the combined application of managerial instruments. Using the example of the Ternopil urban territorial community, a set of practical recommendations is substantiated, differentiated by the components of the mechanism and by levels of management. The practical value of the results lies in the possibility of adapting the proposed model to the conditions of a particular territorial community in the context of decentralisation and the post-war recovery of Ukraine.
