Abstract

This study aims to analyze the effects of employee competence and work motivation on social welfare service performance in Pondokmelati District, Bekasi City, both partially and simultaneously. A quantitative approach with a causal associative research design was employed. Data were collected through questionnaires, interviews, and literature review involving 115 respondents. The data were analyzed using multiple linear regression with the assistance of IBM SPSS Statistics 25. The results showed that employee competence had no significant effect on social welfare service performance, with a regression coefficient of −0.103, a t-value of −1.121, and a significance value of 0.265. Work motivation also had no significant effect on service performance, with a regression coefficient of −0.154, a t-value of −1.670, and a significance value of 0.098. Simultaneously, employee competence and work motivation did not have a significant effect on service performance, as indicated by an F-value of 2.056 and a significance value of 0.133. The coefficient of determination was 0.035, indicating that the two independent variables explained only 3.5% of the variation in service performance, while the remaining 96.5% was associated with factors outside the research model. These findings indicate that improving social welfare service performance cannot be sufficiently explained by employee competence and work motivation alone, but should also consider broader organizational and service-environment factors.
