The Role of School Principals as Instructional Supervisors in Enhancing Teacher Professional Performance in Elementary Education

Abstract

Instructional supervision is widely regarded as a strategic mechanism through which school principals support teachers' professional performance, yet the specific practices through which this role is enacted in small, rural elementary schools remain insufficiently documented. This study examined how the principal of a public elementary school in Grobogan Regency, Indonesia, performed the role of instructional supervisor, aiming to describe supervisory practices, identify supporting and inhibiting factors, and analyze their contribution to teacher performance improvement. A qualitative case study design was employed, involving the principal as the key informant, six teachers with direct experience of instructional supervision, and senior teachers and the curriculum coordinator as supporting informants, selected through purposive sampling. Data were collected through classroom observation, semi-structured interviews, and document analysis, and analyzed using an interactive model of data reduction, data display, and conclusion drawing, supported by triangulation and member checking. The principal enacted supervision through five interrelated practices, instructional direction, professional guidance, motivational support, competency development, and continuous mentoring, implemented through a cycle of planning, observation, evaluation, and follow-up. Supervisory effectiveness was strengthened by leadership commitment and a collaborative school culture but constrained by administrative workload and differences in teachers' professional readiness. These findings indicate that sustained, developmentally oriented supervision, rather than periodic evaluation, is central to improving teacher performance, offering practical guidance for principals and policymakers seeking to strengthen instructional leadership in elementary education.
