Abstract

The article theoretically substantiates the model of developing the information competence of future project managers usinginformation and communication technologies under high uncertainty in the project environment. The study addresses the needto bridge the gap between academic education and market demands, where managing information fl ows is key to projectsuccess. The aim of the article is to theoretically substantiate the structure and content of the model for developing informationcompetence via information and communication technologies, detailing its organizational and pedagogical conditions andevaluation criteria. The research relies on systemic, competence-based, and activity-based approaches, the principles of continuous selfeducation,Agile concepts, the Theory of Constraints and Critical Chain Project Management (CCPM), and the PMBOK® Guide (Seventh Edition), synthesizing theoretical provisions of O. Dubinina, F. Apshai, L. Petrenko, E. Goldratt, andJ. Sutherland. The model comprises four interconnected blocks: target, content, technological, and result blocks, ensuringthe development of motivational, cognitive, activity, and refl exive components of competence. The basis for implementing the model is a special course (80 academic hours: 30 % theory, 70 % practice) comprising threemodules and covering specialized software (Microsoft Project, Exepron, Jira, Trello, Power BI, SQL) and security standards(GDPR, ISO 27001). Assessment tools include interactive tests, execution speed and accuracy checks, portfolio defences, andrefl ective essays. The fl exibility of the model for face-to-face, online, and blended learning in higher education is substantiated.
