Abstract
The management of the Teacher Professional Education (PPG) program involves a highly complex administrative and financial ecosystem, making it susceptible to bureaucratic inefficiency and information fragmentation among implementing divisions. This study aims to develop and implement a cloud-based Integrated Management Model utilizing digital job order cards to accelerate operational efficiency and strengthen reporting accountability. Adopting a participatory managerial innovation design, this research reengineers conventional workflows into a cohesive digital ecosystem. Data were collected through methodological triangulation, encompassing operational observations, system log extraction, and in-depth interviews with university leadership, administrative staff, and the finance division at the Graduate School of Universitas Negeri Malang. The implementation results demonstrate that system integration successfully curtailed clerical redundancy substantially and accelerated the fund availability verification process by up to 50%. The establishment of a centralized database created a single source of truth that effectively eliminated information asymmetry across units. Furthermore, the system automatically generated a digital audit trail ensuring every budget absorption was recorded transparently, thereby minimizing the probability of reporting revisions. In conclusion, managerial transformation through governance digitalization proves essential in realizing good governance principles. This integrated model serves not merely as a tactical solution for PPG operational effectiveness but also presents a highly scalable strategic prototype replicable across various other academic programs.
This community service program aims to design and implement a cloud storage–based administrative management model integrated with a collaborative workspace using Notion for madrasahs affiliated with the Semarang City Private Madrasah Family Association (PKMAS). The program adopted a participatory approach consisting of needs assessment, model development, implementation through training and mentoring, evaluation, and monitoring to ensure the achievement of program objectives. The program resulted in an integrated, practical, and readily adoptable digital administrative management model for madrasahs. In addition, it enhanced the digital competencies of educational staff and promoted more collaborative administrative work practices. The implementation of the program led to improvements in participants' knowledge, digital skills, and administrative management efficiency. Evaluation results demonstrated increased participant competence following the training, with the mean understanding score increasing from 2 to 5 in digital administration, cloud storage utilization, and collaborative work, and from 0 to 4 in the use of Notion. Furthermore, 93.9% of participants reported satisfaction with the program. The program was implemented across 13 PKMAS-affiliated madrasahs and involved 33 participants, demonstrating its potential to support more integrated, efficient, and collaborative administrative management.
The article proposes the Digital Infrastructure Governance and Selection (DIGS) framework, which combines seven decision domains with six stage gates spanning problem definition, mandatory assurance, comparative assessment, controlled piloting, contracting and implementation, and lifecycle review and is a transparent decision aid rather than a statistically validated prediction model.

Public governance demands increasingly efficient decision support frameworks to address complex institutional challenges and promote sustainable outcomes. This paper proposes a Lean-guided micro-credential model integrated with a digital information system for public governance, aiming to optimize administrative processes, enhance decision-making, and foster continuous professional development. A mixed-method research strategy was adopted, combining document analysis, semi-structured interviews with managerial-level public servants, focus groups, and quantitative metrics extracted from the digital learning platform. The project unfolded in three phases. The first consisted of an exploratory diagnosis using thematic content analysis to map process inefficiencies, training gaps, and institutional bottlenecks. The second involved the design and implementation of a pilot program structured through Lean-guided micro-credentials, each module requiring 20 to 30 hours and delivered via a Learning Management System (LMS) following Universal Design for Learning principles. The platform featured real-time monitoring of module completion, automated generation of micro-credentials, and mobile accessibility, which accounted for over 50% of user access. The third comprised impact evaluation through data triangulation, cross-referencing platform engagement statistics, qualitative findings, and documentary analysis of administrative performance indicators. The study was conducted in a Brazilian federal institution as a case study in sustainable policy implementation, involving 37 public servants across diverse regional and hierarchical profiles. Data analysis relied on descriptive statistics and qualitative triangulation, given the exploratory nature of the study. Results showed higher completion rates and engagement compared to traditional formats, with measurable improvements in workflow efficiency and adoption of digital tools for data-driven decision-making. This provides a replicable decision support framework for public sector training modernization.

Digital transformation in higher education requires integrated designs connecting strategy, governance, infrastructure, interoperability, applications, cybersecurity, accessibility, analytics, and continuous improvement. This study analyzes the Integrated University Digital Transformation Model implemented at Universidad Técnica de Machala, Ecuador, between 2023 and April 2026. A qualitative embedded case study with a design-science orientation examined institutional documents, technical records, governance evidence, cloud migration reports, interoperability mechanisms, system descriptions, analytics outputs, and cloud security assessment records through thematic analysis, process tracing, and artifact evaluation. Findings showed alignment between the Strategic Information Technology Plan and institutional planning; formal IT governance and information security structures; an API- and microservices-based architecture; a staged migration of 52 institutional servers in four operational lots, with documented post-migration monitoring indicating 99.85% average server uptime and no critical incidents attributable to the migration during the monitored period; an automated and traceable admission allocation process within a broader portfolio of integrated academic–administrative systems; and dashboards supporting evidence-informed decisions. MMGSI-Cloud complemented the architecture by assessing governance capabilities, identifying improvement priorities, and linking findings to an institutional roadmap. The case indicates that university digital transformation is strengthened when technological implementation is integrated with formal governance, systematic assessment, evidence-based planning, and institutional accountability.

The purpose of this study is to develop a Cloud-Based Smart-EduVerse Management System (S-EMS) architecture as a digital quality mapping framework designed to strengthen Sustainable Competitive Advantage (SCA) in Indonesian State Universities with Legal Entity (PTNBH) status amid the VUCA era. This study employed a mixed-methods approach using a concurrent embedded design with qualitative dominance. The research involved 22 PTNBHs, with qualitative data collected through in-depth interviews, observations, and document analysis, while quantitative data were obtained through questionnaires. Both datasets were integrated during the interpretation stage using constant comparative analysis and descriptive statistics to formulate the system architecture and governance requirements. The results indicate that S-EMS consists of three cloud-based functional layers: (1) a prescriptive datamapping layer integrating institutional quality indicators, (2) a cloud-hosted knowledge asset management module for organizing human and intellectual capital, and (3) an adaptive governance dashboard supporting real-time cross-campus decision-making. Quantitative findings show that 19 of the 22 universities (86.4%) have integrated digital infrastructure, while strategic collaboration and adaptive quality assurance practices were implemented across nearly all participating institutions. These findings demonstrate that the proposed architecture reduces data fragmentation, improves interoperability, and supports evidence-based governance, facilitating a transition from compliance-based to impact-based institutional management. This study contributes a validated cloud-based Smart-EduVerse Management System (S-EMS) framework integrating digital quality mapping, knowledge asset management,and prescriptive governance to strengthen sustainable competitive advantage in higher education.
