Abstract
This study examines the development of e-government research in Qatar within the broader context of digital transformation under the Qatar National Vision 2030. Despite significant progress driven by sustained investments in digital infrastructure, integrated information systems, and public service modernisation, the academic landscape remains fragmented, with limited synthesis on the role of data and information processes in shaping digital governance outcomes. To address this gap, this study adopts a Systematic Literature Review (SLR) guided by the PRISMA 2020 framework, analysing 14 selected articles from Scopus and Web of Science published between 2016 and 2026. The findings reveal a strong dominance of technology adoption-oriented studies grounded in models such as the Technology Acceptance Model (TAM) and the Unified Theory of Acceptance and Use of Technology (UTAUT), focusing on user intention, satisfaction, and system quality. However, limited attention has been given to data governance, information integration, and evidence-based decision-making. Governance-related perspectives, including inter-agency coordination, digital inclusivity, and bureaucratic fragmentation, are emerging but remain insufficiently operationalised. Overall, the study highlights gradual thematic expansion alongside continued theoretical and methodological concentration, underscoring the need for deeper empirical engagement with institutional and data-centric dimensions of digital transformation.
The Indonesian government has invested heavily in digital transformation to address persistent challenges in public service delivery, financial accountability, and bureaucratic efficiency. Despite growing adoption of technologies such as artificial intelligence, big data analytics, and e-government platforms, a systemic synthesis of how these digital tools collectively reshape governance and accountability mechanisms remains lacking. This systematic literature review followed the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) 2020 guidelines. A structured search was conducted in the Scopus database for peer-reviewed, open-access, English-language journal articles published between 2016 and 2026, focusing explicitly on the Indonesian public sector. Out of 217 initially screened records, 10 studies met the eligibility criteria after title-abstract and full-text screening. Data were extracted using a standardized form, assessed for risk of bias, and synthesized thematically across the included studies. The synthesis identifies three interconnected mechanisms through which digitalization influences Indonesian public governance. First, digital technologies such as computer-assisted audit techniques, big data analytics, and artificial intelligence enhance financial fraud detection and oversight effectiveness, yet their full potential is constrained by incomplete regulatory frameworks for electronic evidence and insufficient auditor competence. Second, digital service innovations improve operational efficiency and public service quality, but these benefits are contingent upon adequate digital leadership, information technology governance, and a culture supportive of organizational change. Third, institutional reforms driven by integrated information systems strengthen transparency and accountability, while being significantly hindered by governance fragmentation, weak enforcement of interoperability standards, and persistent digital divides across regions. Successful digital transformation of the Indonesian public sector depends less on the mere acquisition of technology and more on synergistic institutional reforms, continuous human capacity building, and legal harmonization. These findings provide evidence-based guidance for policymakers and practitioners to align digital initiatives with the broader objectives of accountable, transparent, and responsive governance in developing economy contexts.
This systematic literature review explores the digital transformation (DT) landscape in university libraries between 2016 and 2026. It shows a shift in focus from technology to more important socio-institutional factors. A global review of 31 studies suggests that despite the widespread introduction of technologies such as artificial intelligence (AI), the Internet of Things (IoT), and cloud computing, the successful implementation of these technologies is still hampered by financial constraints, low digital competencies of staff and deficiencies in the institutional policy framework. It was also found that there are significant differences between developed and developing countries. For example, basic infrastructure such as power supplies that are not reliable and broadband access are problems for developing countries. The findings show that the whole sociotechnical context is important in the digital transition, including adaptive leadership, continuous professional development, and more legal and moral oversight to ensure long-term success.

This study aims to analyze the transformation of e-government in accelerating bureaucratic reform through the implementation of digital governance in Mataram City. This research is motivated by the demand for improving the quality of effective, transparent, accountable, and technology-based public services in the era of digital transformation. The implementation of e-government is seen as a strategic instrument in realizing modern governance that is able to increase the efficiency of public administration and strengthen public participation. However, the implementation of digital government in the regions still faces various challenges, such as limited system integration, human resource capacity, technological infrastructure, and community digital literacy. This study uses a qualitative approach with a descriptive research type. Data collection techniques are carried out through observation, documentation, and literature studies related to the implementation of the Electronic-Based Government System (SPBE) in Mataram City. Data analysis uses the interactive model of Miles, Huberman, and Saldaña which includes data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implementation of e-government in Mataram City has contributed significantly to the acceleration of bureaucratic reform by increasing the efficiency of public services, information transparency, bureaucratic accountability, and the effectiveness of government administration. Digital transformation is realized through online-based population administration services, a digital licensing system, a public complaints application, and the integration of government information systems. This study concludes that strengthening digital governance through digital system integration, human resource capacity development, improving information technology infrastructure, and strengthening literacy and public participation are crucial factors in realizing sustainable digital bureaucratic reform in Mataram City

Digital transformation has become a central driver of public administration modernization, as governments increasingly rely on digital technologies to improve public service delivery, administrative efficiency, transparency, and citizen-oriented governance. However, the rapid expansion of digital government research has generated a fragmented literature, dispersed across concepts such as e-government, digital transformation, public services, governance, innovation, and emerging technologies. This fragmentation limits the understanding of how the field is thematically structured and how scientific collaboration is organized across countries and institutions. Therefore, this paper maps the intellectual structure of digital government literature and identifies the dominant themes, emerging research directions, and collaboration patterns within this field. A bibliometric science-mapping analysis was conducted on 1,877 documents indexed in the Web of Science Core Collection, retrieved using the topic search terms "digital transformation" and "public services". The analysis was performed with VOSviewer and focused on keyword co-occurrence, country coauthorship, and organizational co-authorship networks. The findings show that digital transformation serves as the conceptual hub of the field, connecting traditional e-government research with newer themes in innovation, governance, artificial intelligence, big data, trust, adoption, performance, and post-pandemic public service resilience. The countrylevel network reveals broad but uneven international collaboration, while the organizational network remains more fragmented. The study contributes by integrating thematic and collaboration-based perspectives, showing that digital government research is expanding, interdisciplinary, and globally visible, but still institutionally fragmented and unevenly connected. These findings indicate the need for stronger institutional partnerships, interdisciplinary integration, and more coherent research networks in future digital government studies

The digitalization of SMEs is a key driver of economic resilience and sustainability in the era of Industry 4.0. However, empirical insights into how digital maturity influences SME performance in developing economies remain fragmented. This systematic literature review, guided by the PRISMA framework, explores the relationship between digital maturity and economic sustainability, with government support as a moderating factor. The findings show that digital maturity enhances innovation, efficiency, financial access, and strategic agility, though these outcomes are shaped by internal capacities, policy environments, and digital literacy. Government support plays a critical role in amplifying digital transformation outcomes through regulatory incentives, infrastructure development, and capacity-building programs. The theoretical synthesis highlights a shift from traditional frameworks like RBV and TOE to integrative approaches such as dynamic capabilities theory and digital ecosystem perspectives. This review proposes a multi-level conceptual framework, identifies key research gaps, and offers actionable policy recommendations to support inclusive and adaptive SME digitalization.
