Abstract
The article develops methodological provisions for value-oriented management of urban organization resilience under digital transformation. The proposed value-oriented management system links organizational and socially significant values with decision-making, allocation of responsibility, interaction regulations, and digital management procedures. Structural-functional resilience is treated as a target state reflecting the preservation of an organization’s key functions under organizational, workforce-related, technological, and external changes within acceptable limits of adaptation. Based on systemic, process, and institutional approaches, an integrated model is proposed comprising four interrelated management contours: value transmission and communication; decision-making and allocation of responsibility; digital solution management; and organizational change portfolio management. It is substantiated that the autonomous stability of individual organizational elements is insufficient for resilience; the alignment of these management contours and the reduction of managerial deviations between values, decisions, regulations, employee behavior, and digital instruments are of primary importance. A mechanism for implementing the model is proposed, including management system diagnostics, identification and classification of managerial deviations, selection of targeted managerial interventions, implementation of short-cycle managed changes, outcome monitoring, and institutionalization of successful changes in regulations, digital procedures, and communication practices. Within this system, digital technologies and artificial intelligence are treated as infrastructural tools supporting managerial decision-making, whose application is governed by the requirements of responsibility, transparency, and preservation of the organization’s socially significant functions. The proposed approach provides a methodological basis for diagnosing, designing, and reproducibly implementing value-oriented management in urban organizations.
