Introducing Chinese at RUCU: A Staged Programme to Expand Tanzania’s Teacher Supply

Abstract

Background: Tanzania’s expansion of Chinese language education across basic, secondary, advanced secondary and teacher-education levels creates a need for sustainable local pathways that can prepare teachers and other Chinese-language professionals. Ruaha Catholic University (RUCU) already operates education, certificate, diploma and degree programmes, but Chinese is not listed among its current teaching subjects. Methods: This study used structured documentary analysis and design synthesis. Official RUCU programme information, Tanzania Commission for Universities (TCU) accreditation requirements, national Chinese-language curricula and syllabi, and peer-reviewed literature on Chinese language education and teacher supply were mapped against institutional, regulatory, curriculum, staffing, practicum, partnership, cost and monitoring requirements. No human-subject data were collected. Results: The analysis supports a staged model: a non-award foundation short course to test demand and build a learner pipeline; an award-bearing certificate/diploma pathway subject to applicable accreditation requirements; and eventual integration of Chinese as a Bachelor of Arts with Education teaching subject or minor. The model prioritises proficiency progression, Kiswahili-informed localisation, school observation and practicum, local teacher development, strategic partnerships, low-cost digital support, and a monitoring dashboard. Conclusion: A phased approach can reduce start-up risk while building evidence for scale. The model is proposed as an institutional design for piloting rather than a validated effectiveness claim.
