Strategic Imperatives for Ensuring the Economic Security of the Education System Under Conditions of Digital Transformation and Operating Environment Turbulence
Abstract
This study substantiates the theoretical and methodological foundations for the strategic management of economic security in the education system under conditions of digital transformation, demographic shifts, and wartime threats in Ukraine. As a fundamental pillar of socio-economic development, the educational sphere forms human capital, drives innovation, and strengthens national competitiveness; however, escalating internal and external risks render traditional management tools insufficient. The study refines the conceptual definition of the economic security of education as the state and systemic capacity to function effectively, build intellectual potential, and foster innovative growth while minimizing financial, personnel, institutional, informational, and digital risks. To address these challenges, the research establishes an enhanced three-level system of principles (general, special, and specific) that ensures methodological integrity and logical hierarchy in strategy design. It demonstrates the necessity of integrating traditional organizational theories with modern paradigms, including Human Capital Theory, Stakeholder Theory, Risk Management (ISO 31000 standards), and Resilience Theory to withstand systemic shocks. Based on a functional approach, a comprehensive strategic management model is proposed, comprising five interconnected blocks: Diagnostic (threat identification), Analytical (evaluating security across financial, personnel, informational, innovative, material-technical, demographic, and managerial indicators), Strategic (goal formulation), Implementation (executing protective tools), and Control-Corrective (continuous monitoring and adjustment). Furthermore, a conceptual structural-logical model of educational system development is formulated, aligning the formation (target, organizational, motivational) and functioning (functional, monitoring, economic) subsystems, while delineating internal and external stakeholders and establishing the operational framework for specialized internal Economic Security Services within educational institutions. The scientific novelty lies in the synthesis of resilience, standardized risk management, and multi-dimensional indicator assessment frameworks within a unified, dynamic management ecosystem tailored to the educational domain. Practical implementation converts economic security management from passive defense into an adaptive execution mechanism, mitigating cyber risks, upholding academic integrity, stabilizing personnel and financial flows, and ensuring the continuity and quality of the educational process amidst high uncertainty, global competition, and crisis conditions.
