Abstract
Based on open data from Rosstat for 2024–2025, a multidimensional clustering of Russian regions (excluding federal cities) was carried out. Five indicators were included in the analysis: density of paved roads, share of paved roads, share of roads with improved pavement, road provision per population, and per capita gross regional product (GRP). Using Ward’s hierarchical method and the k-means algorithm, five stable groups of regions were identified, differing in the combination of transport provision and economic development. Profiles were constructed for each cluster, and spatial patterns were identified. It is shown that the relationship between road infrastructure and economic growth is nonlinear: high road density is not always accompanied by high GRP, and resource-rich regions may have a weak road network. Differentiated recommendations for the development of the road sector are proposed for each group. The results may be useful for adjusting regional transport policy.
