The ASEAN direction of Russia’s “Pivot to the East”: challenges and opportunities

2026 · Pathways to Peace and Security · pp. 147-161 · 0 citations

Abstract

The article analyzes the current state and development prospects of relations between Russia and Association of South Asian Nations (ASEAN) through the prism of the Russian “Pivot to the East” strategy and the global transformation of the international relations system. The authors examine the institutional evolution of the partnership, marking the 35th anniversary of the Russia–ASEAN dialogue, and the transition toward a Comprehensive Strategic Partnership. Special attention is paid to the impact of the new round of conflict escalation in the Middle East on the foreign policy priorities of Southeast Asian countries and their drive to diversify ties through BRICS mechanisms. The article identifies key challenges, including the risks of secondary sanctions and the need to ensure technological and financial sovereignty in bilateral settlements. It is concluded that for leading ASEAN states (Vietnam, Indonesia, Malaysia), cooperation with Russia serves as a tool for ensuring strategic autonomy and a regional balance of power. At the same time, the authors note that the dynamics of further interaction will depend on the parties' ability to shift from declarative partnership to the implementation of practical projects amidst global turbulence.
