FORMATION OF A MECHANISM FOR MANAGING THE INNOVATIVE DEVELOPMENT OF INDUSTRIAL ENTERPRISES

2026 · Scientific Review: Theory and Practice · 0 citations

Abstract

The relevance of the study is determined by the need for systemic technological modernization of the domestic real sector in the context of a tightening sanctions regime, accelerated import substitution, and the transition to a policy of technological sovereignty. According to the Higher School of Economics, the total expenditures of Russian enterprises on innovation in 2023 reached 3.5 trillion rubles, which, in comparable prices, exceeds the 2022 figure by 23%. The level of innovation activity among manufacturing industry organizations increased by 1.8 percentage points and reached 22.5%, while the volume of innovative product output reached a historical maximum of 8.3 trillion rubles. At the same time, R&D spending as a share of GDP remains at 0.94% (2024), which is significantly lower than the target values set out in national strategic documents, which envisage achieving 2% of GDP by 2030. This contradiction indicates a structural imperfection in the existing models for managing innovation activities at the level of industrial enterprises. The aim of this work is to provide a theoretical and methodological foundation and to conceptualize a comprehensive organizational and economic mechanism for managing the innovative development of industrial enterprises, ensuring their adaptability in conditions of high market uncertainty. The methodological framework of the study is based on the integration of the concepts of organizational ambidexterity (O’Reilly–Tushman), open innovation (G. Chesbrough), institutional analysis (D. North, O. Williamson) and the domestic school of innovation management. As a result, an original architecture of a two‑circuit mechanism has been developed, structurally delineating the operational and strategic management circuits with independent resource bases and their own systems of key performance indicators. The proposed mechanism ensures immunity of the innovation circuit from operational routine, optimizes the allocation of R&D investment resources, and creates conditions for the development of human capital as a strategic asset of the enterprise.
