HUMAN-CENTERED EXPLAINABLE AI FOR ADAPTIVE RESOURCE ALLOCATION AND DECISION GOVERNANCE IN SERVICE ORGANIZATIONS
Abstract
Service organizations increasingly employ artificial intelligence and predictive analytics to allocate financial, technological, workforce, and operational resources. Although algorithmic systems can process complex organizational data, purely prediction-driven approaches may generate recommendations that are difficult for managers to interpret, validate, or reconcile with organizational constraints. These limitations become particularly important in healthcare and other information-intensive service environments where resource allocation decisions interact with workforce capacity, digital workflows, privacy requirements, project priorities, and service quality objectives. This study proposes a human centered explainable artificial intelligence framework for adaptive resource allocation and decision governance. The framework integrates predictive modeling, multi objective optimization, and explainability mechanisms within a structured decision support architecture. Rather than optimizing a single performance measure, the proposed approach considers multiple objectives including operational efficiency, resource utilization, service responsiveness, workforce capacity, fairness, and decision transparency. A human-in-the-loop governance mechanism allows decision-makers to review explanations, modify organizational constraints, and evaluate alternative allocation scenarios before recommendations are implemented. Because real organizational data are not used in the present study, the framework is evaluated using synthetically generated operational environments representing variations in demand, workforce availability, resource limitations, project priorities, and unexpected disruptions. Scenario and sensitivity analyses can then examine how resource allocation recommendations change under alternative organizational conditions. The principal contribution is an integrated analytical architecture in which optimization and explainability operate as complementary components of organizational decision making. The proposed framework can provide a foundation for transparent resource allocation systems applicable to healthcare, professional services, digital enterprises, and other service-oriented organizations seeking to improve efficiency and resilience while retaining managerial oversight.
